All elected officials were present except Mayor Rennecker and Bob Dieker. Debbie Harshman made a motion to approve the minutes from the June meeting and Jeff Hogge seconded the motion. Motion carried with 4 ayes, 0 nays and 1 absent. Jeff Hogge made a motion to approve payment of the bills and Bruce Kendall seconded the motion. Motion carried with 4 ayes, 0 nays and 1 absent. There was no officer present to give police report. Melvin Gilbert stated the summer help have been doing a lot of weed eating, patching, rip rapping and painting. The summer help includes Keaton Baker, Sterling Hanlin, Chase Brown, Hayden McCarter, Tanner Smith and Shelby Hall. Crew has been working on waterline to Maschoff's, need to set pit and get everything hooked up, flush line and disinfect it. Then run water samples to make sure everything is ok. Bryan Bower got the chatter boxes on the tower. Lance Kendrick stated we received the grant to help pay pool employees and three of the summer help. Council discussed the ordinance to amend the zoning code to make medical cannabis an allowed use. Mayor Pro-tem Steve Schultz read the changes for current coding designation: B1 - General Business and B2 - Highway Business: Coding should be amended to provide for and allow medical cannabis dispensing organization which are authorized by the Department of Agriculture. B1 - Industrial district will be for cultivation of medical cannabis. Jeff Hogge made a motion to approve the ordinance and Bruce Kendall seconded the motion. Roll call taken: Bob Dieker - absent Scott Harris - yes Bruce Kendall - yes Jeff Hogge - yes Debbie Harshman - yes Motion carried with 4 ayes, 0 nays and 1 absent to approve the ordinance to amend zoning code. Debbie Harshman questioned the wording for beer garden and the application should include the address and phone number of person applying for permit. Bruce Kendall said he would like to see double fence and suggested plastic only, no glass bottles. This is tabled to next month approving corrections before voting on the ordinance. Council discussed appropriation ordinance and Debbie Harshman made a motion to approve the ordinance and Jeff Hogge second the motion. Motion carried with 4 ayes, 0 nays and 1 absent. Lance Kendrick said he had been approached by local insurance companies asking why we don't buy municipal insurance locally. Council agreed to take quotes from local insurance companies. Debbie Harshman asked about the Haskins and Lister buildings. Lance said the windows come out Tuesday and then will approve the demolition. Debbie Harshman stated that Pittsfield has the prettiest flower pots and wondered about looking into these and get prices on them. Debbie said Carolyn Dean had a request concerning the playground at Lafayette Park. She is afraid a child will get to playing and run into the street in front of a vehicle. She wondered if it would be safer if benches were put between the playground and the street. Council did not think it would be safer, because if the kids stood behind the parents it would put them closer to street. Debbie Harshman made a motion to adjourn and Jeff Hogge seconded the motion.
