BARRY CITY COUNCIL

REGULAR MEETING

MARCH 5, 2012

Mayor Syrcle called the regular monthly meeting of the Barry City Council to
order at 7:30 p.m. He then led all present in the Pledge of Allegiance. All
elected officials were present.

Steve Schultz made a motion to approve the February minutes and Jim Motley
seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent.

Steve Schultz made motion to approve payment of the bills and Jeff Hogge
seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent.

Officer Lemons from Pike County Sheriff's Department gave the police report.
There were 2 arrests - 1traffic and 1 felony-drug.

Melvin Gilbert stated that Nancy McCarter had a tire cut and asked if the
City could put up a street light between Bainbridge Street and Decatur
Street. He said it would help light up the back of the housing and help
light up the street. The cost would be $6 to $8 a month - no installation
charge. Jim Motley said to talk to the housing and see if they would put one
up.

Melvin said that most of the demolition was done at the Community Center.
The water lines need to be installed where the new showers will be. Gary
Campbell's house is down and clean-up is under way. Melvin said we might
consider reducing speed limit on Front Street (from school to highway) to 20
mph. Jim Motley said it should already be 20 mph. because it is a school
zone. Melvin not sure it is posted.

Mayor Syrcle said in the Quincy Herald Whig there was an article on
handicapped accessibility for swimming pools. New rules are under review for
March 15, 2012. It will require pools, hot tubs, etc. to install chair lift
for each one. The cost for lift is $6000 and up plus installation fee. Mayor
Syrcle wanted the council to be aware of this.

Lance Kendrick said the permits for the sewer have been approved by IKE. We
got the go ahead from the YMCA to open. A formal press release will be given
later. Construction will be done the end of April. Also, had a permit
request to install the fiber optic cable. Need to have a Street and Alley
committee meeting. The spring clean-up will be from March 24 to April 1.

Ron Sydney requested an alley closure between his house and Colt Ehlert's
house. Colt was unable to attend the meeting. It is the East-West alley
between the houses from Chauncey Street to the alley that runs from Tremont
Street to Front Street. A public hearing will be held in April to proceed
with the alley closure.

A public hearing was held before the regular meeting for a zoning change
from R1 to R2. No one opposed the zoning change. Gary and Judy Hinch were
concerned that it would raise their taxes. Attorney Brenner read the
Ordinance for zoning change. He stated that has to be 2/3 vote to pass.
Steve Schultz made a motion to approve the zoning change and Jeff Hogge
seconded the motion. Roll call taken:

making free tonnage available to the towns in Pike County. Barry has 117
tons available. This will be used for the spring clean-up. 

CDAP ED pay request:

Meco - design work - 3339.00

Bob Dieker made a motion to approve the pay request and Steve Schultz
seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent.

CDBG IKE pay request:

Meco - lift station - $2025.00

Debbie Harshman made a motion to approve the pay request and Jim Motley
seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent.

USDA water improvements pay request # 24:

R. E. Pedrotti Co. - $2821.00

Bower Electric - $25,383.87

Total: $28,204.87

Jim Motley made a motion to approve the pay request and Steve Schultz

The Library amended the appropriation ordinance. They changed it from
$44,150 to $5,050. The change was due to income from Gates trust and
increases in salary, computer and building repairs and equipment. Steve
Schultz made a motion to approve the changes to the Appropriation Ordinance
and Jeff Hogge seconded the motion. Roll call taken:

Steve Schultz said the Revolving Loan Committee met and since no one has
requested to use the money they decided to let the City use $27,000 for DECO
grant to improve property at Community Center with payback of 0% interest at
$200 a month Steve Schultz made a motion to approve and Jim Motley seconded
the motion. Roll call taken:

City of Barry.

Council discussed USDA loan. Mayor Syrcle stated that there is $86,598.52
left in the loan to use. Mayor Syrcle asked Max Middendorf what the cost of
water softener would cost. Max said a single tank would cost around $37,000
and $80,000 for duplex automatic. He said that $45,000 should get materials
if City does the work. 

Mayor Syrcle read the Proclamation for American Red Cross and declared March
Red Cross month.

Mayor Syrcle asked council if they wanted to take bids for mowing. Debbie
Harshman asked if we always took bids. Mayor Syrcle said he had comments
about spraying around the trees last year. Steve Schultz said control the
spray to a 4 inch strip around the trees. Mowing bids are due by March 30.

Max Middendorf told council they need to set a bid date for IKE Sewer Lift.
Will need to advertise for 30 days plus affidavit . Debbie Harshman said her
paper is already at press but could advertise on March 21 and March 28. Bid
opening will be at 1:30 p.m. on April 9. The bids are broken down to three
contracts- 1st contract is gravity sewer: 2nd contract is lift station and
3rd contract is for force main from lift station to lagoon. Companies may
bid on one or all three contracts. There will be a meeting at 6 p.m. on
April 11, 2012 to pick bids.

Jeff Hogge made motion to adjourn and Jim Motley seconded motion. Meeting
adjourned at 8:50 p.m.

discussed USDA loan. Mayor Syrcle stated that there is $86,598.52 left =

loan to use. Mayor Syrcle asked Max Middendorf what the cost of water =

would cost. Max said a single tank would cost around $37,000 and $80,000 =

duplex automatic. He said that $45,000 should get materials if City does =
the

Syrcle read the Proclamation for American Red Cross and declared March =

Syrcle asked council if they wanted to take bids for mowing. Debbie =

asked if we always took bids. Mayor Syrcle said he had comments about =
spraying
around the trees last year. Steve Schultz said control the spray to a 4 =
inch
strip around the trees. Mowing bids are due by March =
30.<o:p></o:p></span></font></p>

<p><font size=3D3 face=3D"Times New Roman"><span lang=3DEN =
style=3D'font-size:12.0pt'>Max
Middendorf told council they need to set a bid date for IKE Sewer Lift. =
Will
need to advertise for 30 days plus affidavit . Debbie Harshman said her =
paper
is already at press but could advertise on March 21 and March 28. Bid =
opening
will be at 1:30 p.m. on April 9. The bids are broken down to three =
contracts- 1<sup>st</sup>
contract is gravity sewer: 2<sup>nd</sup> contract is lift station and =
3<sup>rd</sup>
contract is for force main from lift station to lagoon. Companies may =
bid on
one or all three contracts. There will be a meeting at 6 p.m. on April =
11, 2012
to pick bids.<o:p></o:p></span></font></p>
