Overview of State and Local Incentives

CITY OF BARRY REVOLVING LOAN FUND PROGRAM (R.L.F.)
This is a City of Barry program whereby low interest 3% loans are available based on the project cost and the number of jobs being created.

PIKE COUNTY COMMUNITY DEVELOPMENT CORPORATION REVOLVING LOAN FUND PROGRAM
This is a county revolving loan program. It offers low interest loans to qualified applicants.
TWO RIVERS REGIONAL COUNCIL OF GOVERNMENTS REVOLVING LOAN FUND PROGRAM

Two Rivers Regional Council of Governments offers a revolving loan fund to qualified applicants.
TWO RIVERS RESOURCE CONSERVATION AND DEVELOPMENT AREA REVOLVING LOAN FUND PROGRAM

Two Rivers RC&D also offers low interest loans. Call about rates.

ILLINOIS COMMUNITY DEVELOPMENT ASSISTANCE PROGRAM (C.D.A.P.)
Firms can apply for funds on a project by project basis. Loan amounts are typically based on $15,000 per job created or retained. Up to $750,000 may be borrowed with fixed low interest rates set by the Illinois Department of Commerce and Economic Opportunity.  Grants can also be obtained for public infrastructure improvements based on $15,000 per job created up to $750,000.
USDA RURAL DEVELOPMENT GUARANTEED BUSINESS LOANS
Government backed financing is available for Pike County businesses and lenders.  Rural Development will guarantee up to 80 percent of loans for businesses looking for startup, growth, or expansion.  Borrowers can get higher loan amounts, lower interest rates and longer repayment terms, with fixed or variable rates.  Through this program, lenders have another tool to expand their loan portfolio, increase their earnings in the secondary market, reduce their concerns about collateral, and make loans above their legal lending limits.
